Effective response to an Active Shooter/Mass Casualty Incident requires law enforcement and Fire/EMS to train together long before a crisis occurs. Success depends on more than equipment, tactics, or protocols — it depends on trust.

Fire/EMS personnel must have confidence that law enforcement can provide effective force protection, establish secure corridors, and create an environment where medical personnel can safely enter and save lives. That trust cannot be assumed — it must be earned through consistent training, demonstrated competence, and repeated joint exercises.

This challenge is often magnified in large agencies where personnel may have limited opportunities to train together, turnover is frequent, and responders may not know each other personally. Building trust in these organizations requires deliberate efforts to:

  • Conduct realistic multidisciplinary training
  • Establish common terminology
  • Develop shared expectations
  • Foster professional relationships before a real incident occurs

When law enforcement and Fire/EMS trust one another, the transition from "Stop the Killing" to "Stop the Dying" occurs faster, Rescue Task Forces deploy more effectively, and ultimately more lives are saved.
